Preheat oven to 425. Wrap baking sheets in foil at set wire racks in them. Set aside.
Combine softened cream cheese, shredded cheese, garlic powder, onion powder, black pepper and green onions in medium bowl. Stir until ingredients are mixed together well.
Wearing gloves, cut jalapeños in half lengthwise and carefully scoop out and discard seeds and membranes with a spoon.
Fill peppers with cheese mixture.
Wrap peppers with bacon, securing ends with toothpicks.
Place bacon wrapped peppers on prepared baking sheets.
Bake at 425 20 - 30 mins or until bacon has reached desired crispiness.
